FDA recommended to China that pedigrees and unit serialization is the answer for them.  FDA knew this back in 1987 as the answer.  Wholesalers have been pushing RFID after they got caught arbitraging.  Manufacturers can take the political heat and pay to improve their efficiencies under the banner of patient safety. Interestingly, the model legislation they crafted leaves manufacturers and Authorized Distributors of Record (the folks PhRMA indicates as being o.k) out of any pedigree requirement.
